Yes. Either scrape down and skim flat or drywall right over.
Do you drywall new homes?

Yes. The price per square foot and time required will be dependent on the size of the space and the complexity of the job.
I have water damage to my california ceiling. Can it be repaired?

Yes, but it will depend on the severity. In most cases, it can be repaired and resprayed or made completely smooth.
Will there be a lot of dust?

Yes, but with proper preparation and cleanup it can be kept to a minimum.
How long does drywall take to install, from start to finish?

It depends on the the size and complexity of the space, but typical projects take 1 - 3 days to drywall, with taping requiring 4 - 5 more days to allow proper time for drying to occur between stages.
